On Friday 3rd November 2023 , the Electoral Law and Governance Institute for Africa (ELGIA) convened a technical working session in collaboration with the Independent Electoral and Boundaries Commission (IEBC), the Parliamentary Committee on Justice and Legal Affairs (JLAC) and the Service Party (TSP).
 
The focus of this working session was the review and harmonise the Independent Electoral and Boundaries (Amendment) Bill, 2023 and the Kiunjuri Bill respectively.
 
Following their deliberations before the Justice and Legal Affairs Committee (JLAC) on 28th October 2023, the Committee asked the two parties to consolidate their two bills and come up with one comprehensive Bill encompassing all their proposals.
 
In his opening remarks, Mr. Chrispine Owiye (Director Legal Services, IEBC) asked participants to hold candid and open discussions that would result in a comprehensive and progressive Amendment Bill.“I take this opportunity to thank ELGIA for their continued support to the Commission throughout the electoral cycle and the journey of legal reforms” said Mr. Owiye.
 
Speaking on behalf of the Executive Director ELGIA, Mr. Bon Makolwal reiterated ELGIA’s commitment to strengthen democratic governance through dialogue, advocacy and electoral reforms in Kenya.
 
Ms. Wambui Kimathi, CEO The Service Party, represented the Party Leader Hon. Mwangi Kiunjuri. She asked participants to consider the importance of equality of the vote and fair representation in the process of boundary delimitation.
The revised IEBC Amendment Bill 2023 will thereafter be submitted to JLAC for onward transmission to Parliament for deliberation.
