ELGIA facilitates a a three-day retreat for the Judiciary Committee on Elections (JCE) at Enashipai Resort- Naivasha

The Electoral Law and Governance Institute for Africa (ELGIA), with support from the Foreign Commonwealth Development Office (FCDO), is facilitating a three-day retreat for the Judiciary Committee on Elections (JCE) at Enashipai Resort- Naivasha, from 4th to 6th November. This strategic convening aims to strengthen the Judiciary’s institutional readiness for the 2027 General Elections by reviewing jurisdictional developments, legal reforms, and procedural frameworks.
 
Day 1 Highlights: Strategic Planning and Legal Reform
Centering on the JCE’s work plan, with a focus on budgetary projections and strategic preparations for the 2027 electoral cycle. Key agenda items included:
• Training and Benchmarking Initiatives: Review of past engagements and planning for future capacity-building exchanges.
• Election Dispute Resolution (EDR) Strategy: Strategic engagements under the 2027 EDR cycle, including timelines and coordination mechanisms.
• Legal and Procedural Reforms: Proposed amendments to election procedural laws, including automatic stay provisions in lower courts, and reforms targeting the High Court and Court of Appeal.
• Draft Rules and Regulations: Review and refinement of draft instruments to guide electoral jurisprudence.
Technology, Curriculum, and Capacity Building
Further deliberations explored the integration and regulation of technology in EDR processes, with emphasis on:
• Digital Innovations: Assessing the role of technology in enhancing efficiency, transparency, and access to justice.
• Curriculum Development: Presentation and review of the draft EDR curriculum and training module, informed by reflections on past training experiences.
• Capacity-Building Strategies: Strengthening judicial preparedness through targeted learning pathways and institutional support.
